Understanding the Scrappage Scheme for WAV vehicles
The ULEZ scrappage scheme, with a budget of £210 million, targets vehicles that do not meet ULEZ emissions standards. The scheme is designed to help London residents, including those with disabilities, transition to cleaner transport options by offering substantial grants for scrapping, donating, or retrofitting their vehicles.
Eligibility Criteria

To be eligible for the scrappage scheme, applicants must:
- Reside within one of the 32 London boroughs or the City of London.
- Be the registered keeper of a non-compliant vehicle (cars, motorcycles, or WAVs) since January 30, 2022, or earlier.
- Ensure the vehicle has valid insurance, road tax, and MOT.
- For wheelchair accessible vehicles, eligibility extends to vehicles converted by mobility experts to facilitate disabled access.
Application Process for Wheelchair Accessible Vehicles

- Before applying, verify if your vehicle meets the ULEZ emissions standards. Only non-compliant vehicles are eligible for the scheme.

Upon approval, you will receive a confirmation of eligibility letter. Do not proceed with scrapping, donating, or retrofitting your vehicle until you receive this confirmation.
There are eight grant payment options available, including specific provisions for WAVs:
Scrap or donate a wheelchair accessible vehicle: £10,000.
Retrofit a wheelchair accessible vehicle (van only): £6,000.

Scrapping Your Vehicle
If you opt to scrap your WAV, use an Authorised Treatment Facility (ATF). TfL has partnered with CarTakeBack, EMR, and Redcorn Ltd to streamline the process. The ATF will issue a Certificate of Destruction, which you will need to upload to your RUC account to receive the grant payment.
Applicants have the option to donate their non-compliant vehicles to Ukraine for humanitarian use.
Retrofitting Wheelchair Accessible Vans
Retrofitting involves modifying the engine and exhaust system to meet ULEZ standards. Contact an approved Clean Vehicle Retrofit Accreditation Scheme (CVRAS) fitter to perform the necessary modifications. The fitter will provide a retrofit invoice and CVRAS vehicle installation certificate, which must be submitted within six months of receiving the eligibility confirmation.

Additional Considerations
Nominated Drivers: Disabled residents with a nominated driver outside London can still apply, provided the vehicle is used solely for their personal needs.
Private Plates: Vehicles with personalised number plates must include these details in the application and remove the plate before scrapping or donating the vehicle.
Receiving Your Grant Payment
After uploading the required evidence (Certificate of Destruction, Certificate of Donation, or retrofit documentation), TfL will process your grant payment. The payment, along with any requested Bus & Tram Passes, will be sent by post.
Important Notes
Funds for the scrappage scheme are limited and allocated on a first-come, first-served basis.
The grant payment may impact means-tested benefits, as it could be considered savings.
